Residents who moved to a new address in Pennsylvania must report their new address to the Pennsylvania Department of Transportation (PennDOT) within 15 days using Form MV-63, Change of Address, or commonly referred to as the Pennsylvania Change of Address Form.

It enables officials in the Pennsylvania Department of Transportation to update your vehicle-related records. Your change of address will reflect on your identification documents, including your driver’s license and vehicle registration.

A filer uses the Pennsylvania Change of Address Form to report and update his or her address.

Instructions in filling out the Pennsylvania Change of Address Form

  • Type or print legibly in black ink.
  • Provide complete and accurate information.
  • The Pennsylvania Change of Address Form is not valid for a name change nor commercial driver’s license (CDL) updates.

Notes in filing the Pennsylvania Change of Address Form

  • Your county of residence may impose a $5 fee for each registered vehicle to a specific address in that county. The PennDOT collects the $5 at the following time:
  • a vehicle is initially registered
  • registration is renewed
  • a registration plate is transferred to a vehicle registered to an address in that county
  • The county will use the collected fees for transportation purposes or may allocate them per Section 9010(c) of the Pennsylvania Vehicle Code.
  • All change of address applications must list the customer’s bona fide Pennsylvania numbered street address. The only exceptions to motor vehicle documents with an out of state address are as follows:
  • U.S. Armed Forces or their dependents;
  • An employee of federal or state government or their immediate families whose workplace is located outside of Pennsylvania;
  • A business that is located outside Pennsylvania with no Pennsylvania location and the vehicle is regularly operated in carrying on business within this commonwealth; or,
  • A Park Model Trailer permanently located in Pennsylvania.
  • If the issuer is entitled to one of the exceptions above, they must complete Form MV-8, Self Certification for Proof of Residency, and attach it to the change of address request.
  • PennDOT does not require Form MV-8 to applicants tilting a mobile home to an out-of-state address.
